You see, by default YouTube determines whether or not you get to see the high quality video and that is determined on their end. But there are a lot of factors that may influence whether or not you actually get to see it.
Some factors are; latency with your ISP (internet service provider), time of day (peak times can affect connection speed due to user activity), where you are in the world (overseas connections may not be as quick to connect). However, you have broadband and once connected, have no problem with speed.
So the best thing to do is change the option in your YouTube account settings to always play high quality videos.
